How to Delete, Move, or Rename Locked Files in Windows?

It's not feasible to directly delete a locked file in Windows operating system. You can not rename, move, and perform some other editing. This dilemma happens when locked files are used or open by some other program or process onto your computer or on the network. The purpose of locking a file will be always to confine any edits, deletes, or transferring the file while used by the computer's process.
